William Drake's post on Vine

I've been saving this one for a rainy day, and today's the day.  I found this while looking for #dogshit on twitter, but I couldn't get any information from the person who posted it.  It certainly looks like this kid is eating white dog poop, but why?  Who is @huntermoore, and what does "worth a pen?" mean?  We may never know.
