Submission: Mock RPOs

This is a submission from a friend who does a lot of walking.  He's coined the phrase "Mock RPO" or "Mock Responsible Pet Owner" for people who bag and pick up the poop but then just throw the bag wherever they want.  He writes:

The Mock RPO is truly a unique animal, it follows it's pet around, and picks up it's poop, bags it up like a responsible pet owner, and then tosses that bag of poo into a bush, or attaches it to a fence.
