Do You Dump Dog Poop In Strangers' Trash?

Here's a question from twitter that I thought was noteworthy, because I think people have lots of different opinions about the subject. I don't think it would bother me if there were other peoples' dog poop in my trash barrel, but I can see where it might seem like a violation. What do you think?

Is putting bagged dog poop in a stranger's outdoor garbage can illegal/immoral?
